Software for Creating Your Site
I really like
Visual Studio Professional and have
programmed with it for about 5 years.
The Visual Studio development system is a comprehensive suite of tools which can be used to create many different types of programs (not just websites.)
It also comes in many different sizes to accomodate any programming need, from the individual up to a professional development shop.
The only drawback is that the price ranges from $241 up to several Thousand dollars, depending on the
bells and whistles you want it to come with.
While the professional edition is the top of the line, perhaps you aren't
looking to become a professional programmer. Perhaps you just want to create your own website. No problem. Microsoft has kindly created a no-frills version of the web programming software
called
Microsoft Visual Web Developer Express
which is available for just $60 on Amazon.
Still too expensive for your budget? Well, if you don't particularly need the CD or physical manual
then you can
DOWNLOAD IT FOR FREE directly from Microsoft.

Other Recommendations
One site I check every morning is
Giveaway of the Day.
Basically, every day they nominate one software title that will be a Giveaway title of that day. The software will be available for download
for 24 hours (or more, if agreed by software publisher) and that software will be absolutely free. That means – not a trial, not a limited
version – but a registered and legal version of the software will be free for visitors.
Then check back with them again tomorrow and find a new software freebie. You won't need everything
they offer, but some of it is pretty handy.
